Lee K Winter is a professional and experienced instructor holding an executive position within a 40 strong department, a strong record of success in demanding roles. A dynamic and intelligent individual, who is able to work in a complex environment, in high pressure situations independently, or as part of a team. He is a highly experienced instructor in Counter Terrorism and Military Freefall delivery. Developing training, tactics and exercising from the tactical to strategic level, whilst currently holding an executive position.

He has completed several parachuting training exercises within the UK and overseas. These have encompassed competency and tactical application, of a small to large military parachute infiltration. This training has been designed from operational experience in all parachute disciplines.

Key Experience

• 29 years in the United Kingdom Armed Forces.
• Awarded the Queens Commendation for Valuable Service after a two-year operational tour as a Team Leader.
• Planned and carried out numerous operations with multiple operational parachute insertions in a variety of theatres of operations. Comprising of all military parachute disciplines; Tandem, High Altitude Low Opening HALO and High Altitude High Opening HAHO.
• Over 2000 parachute descents, 1000 oxygen supported sorties as both parachutist and Jump master.1000 tandem descents both military oxygen supported and civilian. 5-600 Accelerated freefall instructional jumps teaching both military and civilian freefall.
• Military operational response, strategic liaison and coordination with the UK Police Counter Terrorism Senior National Coordinator and the head of SO15 Police Intelligence branch.
• Chief instructor for all United Kingdom Armed Forces Counter Terrorism training.
• A broad experience of international engagement, enabling the development of strong and effective interpersonal skills and instructional.

1. Air Delivery Cell Trials and Development senior management (2019 - Present)
   • Military Freefall instructor (Royal Air Force, Air Delivery Wing assured)
   • Project manage and coordinate research and development of all UKSF parachute air Delivery.
   • Military Accelerated Freefall Instructor and Tandem Instructor.
   • High Altitude Freefall parachute training management.
   • Enhance capability of UKSF Air Delivered Operations.
   • Spearheaded Ten military free fall exercises in Europe, the Middle East and U.S.A
   • Military Jump Master, FAA Rigger and advanced emergency parachute packer


2. Senior Manager, Operations and Counter Terrorist Wing CTW, Warrant Officer Class two (2014 - 2019
   • Operational Deployments supporting Domestic and Overseas interests.
   • AFF, HALO, HAHO and Tandem, instructor.
   • Support and on call commitment to domestic assignments, providing critical advice on strategic matters in addition to daily administration, logistics and man management.
   • Inter-agency coordination and liaison with government, military, police and civilian partners.
   • Responsible for Regimental Operational readiness training, exercise planning and build for domestic and overseas Counter Terrorism Operations.
   • Coordinating logistic support to 16 training events and 8 Operational Deployments.
   • Responsible for training of the Domestic Counter Terrorist Team, Operational Pre Deployment training and Regimental selection.


3. Team Leader, Troop Staff Sergeant (2010 - 2014
   • Planning and executing sensitive operations in the United Kingdom and overseas.
   • Specialising in Parachute Insertion and Air Delivery.
   • Support and on call commitment to domestic assignments.

   • Operational deployment as the Joint Fires Targeting and Effects representative to Commander UK forces campaigning Sabre Squadron.
   • Instructing and assessing potential candidates for the Joint Targeting and Effects Integration Cell.
   • Facilitating Joints Fires and Targeting exercises in the United Kingdom and overseas.
   • Close liaison with all air and combat support arms both United Kingdom and foreign forces.


5. Operator - Team Leader, Sabre Squadron (2003 - 2008)
   • Working with forces worldwide on complex projects in a fully operational environment.
   • Continuous support, influencing and liaising with United Kingdom and allied agencies or forces. Involving long term deployments strengthening partnerships and improving capabilities.
   • Counter terrorism mentoring, responsible for the planning and delivery of training for specialist units.
